Eligibility Framework for UAE Golden and Green Visa Routes

The United Arab Emirates offers two new long-term residence programmes: the Golden Visa and the Green Visa, designed to attract highly skilled individuals and investors. 

The Golden Visa grants renewable 10-year residency to top talents (no UAE sponsor needed), while the Green Visa provides a renewable 5-year self-sponsored permit for skilled professionals and freelancers. 

These schemes are particularly relevant to tech and digital professionals, from software developers to startup founders and remote workers, seeking stability in the UAE. (Separately, Dubai also runs a one-year virtual work visa for digital nomads employed by foreign firms.) This article explains the eligibility criteria for each visa, compares them, and outlines practical steps (and documentation) to apply.

Golden Visa: Long-Term Residency for Exceptional Talent and Entrepreneurs

The Golden Visa provides a 10-year residency to “exceptional talents, scientists, and professionals” as well as successful investors and entrepreneurs. In recent years, the UAE has expanded the categories to directly include technology experts. Under the updated rules, several Golden Visa pathways align with the tech sector:

  • IT Professionals: The “Professionals” category explicitly covers information technology and engineering disciplines. Applicants must hold a valid UAE employment contract (at skill level 1–2) and a bachelor’s degree (or equivalent), with a minimum salary of AED 30,000 per month. This means many software engineers, data scientists or ICT managers with high-paying UAE jobs can qualify.

  • Exceptional Talents: A nomination-based category for “top talents in vital fields”. Here, the Golden Visa is awarded purely on merit – holders need not meet degree or salary thresholds. Crucially, it covers innovators in digital technology (alongside fields like science, culture and sports). A recommendation from a UAE government entity (for example, the Emirates Scientists Council or AI office) is required, but successful nominees enjoy the full 10-year stay.

  • Entrepreneurs and Startup Founders: The Golden Visa supports UAE entrepreneurs. Eligible individuals include owners or partners in approved startups (SMEs) with ≥AED 1 million annual revenue, or persons who have sold a prior venture for ≥AED 7 million. Even founders of nascent tech ventures can qualify if they obtain an official incubator or Ministry of Economy endorsement. This path is ideal for tech entrepreneurs and startup founders, as it recognises UAE business initiative and revenue growth.

  • Coders and Tech Graduates: In July 2021, the UAE launched a special Golden Visa drive for computer coders. “Coders of all nationalities and age groups may apply” through the UAE’s Office of Artificial Intelligence or the Federal Identity Authority. The scheme targets tech talent nationwide: eligible candidates include distinguished coding experts, employees of leading tech firms, and graduates in software engineering, AI, data science, IT and related fields. (In other words, many software professionals and recent CS/engineering graduates can seek endorsement under this programme.)

All Golden Visa holders can sponsor their families without age limits. The permit is fully renewable and does not require staying in the UAE continuously; holders may travel abroad for extended periods without losing status. In practice, successful applicants complete the UAE immigration nomination process (see below), then undergo the standard residency formalities (medical test, Emirates ID, etc.). 

Green Visa: 5-Year Residency for Skilled Workers and Freelancers

The Green Visa is a newer scheme (introduced in 2022) offering a five-year residency for mid-career specialists and self-employed professionals. It is self-sponsored (no UAE employer required) and aims to give flexibility for a broader segment of the talent pool. Key Green Visa categories for tech and digital professionals include:

  • Skilled Employees (Green Residency for Employees): Applicants must hold a bachelor’s degree (or higher) and a valid UAE employment contract. They should occupy a first–third level job under MOHRE’s classification, and earn at least AED 15,000 per month. This path is often used by mid-to-senior tech professionals (e.g. software architects, consultants, senior engineers) who may not reach the Golden Visa salary threshold. The Green Visa allows these skilled workers to sponsor themselves independently.

  • Freelancers and Self-Employed: This track grants a 5-year residency to freelancers and contractors. Applicants must obtain a UAE freelance/self-employment permit (from the Ministry of Human Resources and Emiratisation) before applying. They also need a Bachelor’s degree (or specialised diploma) and must show annual freelance income of at least AED 360,000 over the past two years (or sufficient savings). In practical terms, experienced IT consultants, digital media freelancers, or coders running independent software businesses can qualify if they meet the income test and have the official freelance license.

  • Investor/Partner (Green Residency): For completeness, there is also a Green Visa for business investors (5-year) with approved projects or capital. (A UAE investment approval and proof of capital are required.)

Importantly, Green Visa holders can bring their immediate family for the full residency term. The new rules explicitly allow sponsoring spouse, children (up to age 25 for dependents, unlimited age for unmarried daughters), and first-degree relatives. The visa is renewable as long as conditions are met (ongoing employment or income).

In summary, the Green Visa offers a flexible option for mid-level tech workers and digital nomads who want longer stability than a normal work visa. It is especially attractive to software professionals and startups who might not yet qualify for a Golden Visa. For remote digital nomads employed by companies abroad, the UAE also provides a separate one-year Virtual Work (Remote) Visa, which allows residency if the applicant earns ≥US$3,500/month from a foreign employer.

Golden vs Green – Key Differences

While both visas grant multi-year residence without a local sponsor, their scope and criteria differ significantly:

  • Duration: Golden Visa – 10 years (renewable); Green Visa – 5 years (renewable).

  • Target Profile: Golden Visa targets exceptional profiles (top investors, researchers, PhD experts, high-earning professionals, successful entrepreneurs). By contrast, Green Visa is aimed at skilled mid-career individuals and self-employed specialists (above degree level, moderate income).

  • Eligibility: Golden Visa categories often require either very high achievement or investment (e.g. AED 2m property, or AED 7m startup sale). Green Visa criteria – bachelor’s degree + AED 15k salary, or freelance permit + AED 360k income – are comparatively attainable for many expatriate professionals.

  • Application Pathway: Golden Visas generally require nomination or approval by UAE authorities. For example, golden visas for scientists or investors require relevant council or department recommendations. However, Article 2 of the law allows candidates meeting the conditions to “apply for Golden Residence Permit either through direct application on the ICA platform or through nomination by competent authorities”. Green Visas are applied for through the Federal Authority for Identity (ICA) once the applicant secures any needed permits (such as a UAE work permit or freelance licence).

  • Family and Benefits: Both visas allow family sponsorship. Golden Visa holders can sponsor unlimited domestic helpers and family members without age limits. Green Visa holders can sponsor spouses, children (up to 25 for sons, no limit for unmarried daughters) and first-degree relatives. Notably, the Green Visa explicitly raised the dependent age limit to 25.

In practice, tech professionals weigh stability vs. requirements. Golden Visas offer the longest security, but demand outstanding credentials. Green Visas are more accessible to working professionals and solo entrepreneurs, granting a 5-year tenure with easier eligibility. Both visa holders may live, work and study in the UAE indefinitely under their visas.
